Hey,
My friend and I have a disagreement.. the Changelings say..
This creature is all creature types at all times...
I take it to mean.. It is everything.. Goblins Treefolk.. everything...
He says its only creatures that are or have been in play.. Opinions please
You are correct. It is all creature types at all times. It's type line effectively says:

It's not a question of opinion. They are every creature type at all times. Period. Moonglove Changeling is a sliver, he triggers kinship on this guy, and is pumped by this guy. Always.
cemetery puca is a shapeshifter. that's different to him have "changeling" creature type right? cause the card must specify changeling?

Correct. Creature types don't have inherent abilities. Just because something is a Shapeshifter, that doesn't mean it has Changeling.

Correct. Merely having the Shapeshifter creature type does not grant something the changeling ability.

opinions aren't necessary, the rules state:

502.73. Changeling
502.73a Changeling is a characteristic-defining ability. “Changeling” means “This object is every creature type.” This ability works everywhere, even outside the game. See rule 405.2.
502.73b Multiple instances of changeling on the same object are redundant.

Creature Type
Creatures and tribals share the same set of subtypes. These subtypes are always a single word and are listed after a long dash: “Creature — Human Soldier,” “Artifact Creature — Golem,” and so on. These subtypes are also called creature types. if your friend was right, Changeling would have to mean "This object is every creature type in play", but that's not what it says.
