Declare Blockers/Combat Damage step Q

According to those there rules...

310.4a Combat damage is dealt as it was originally assigned even if the creature dealing damage is no longer in play, its power has changed, or the creature receiving damage has left combat.

Does this mean that after a person declares or does not declare blockers that instants creating an effect, i.e. +2/+0, do no increase the damage dealt?
Incorrect.

310.4a is regarding the Combat Damage Step, which is after the Declare Blockers step.

You can play you instances and abilities after blockers have been declared, when you receive priority.

If you change your creature's power during the combat damage step, it'd then be too late.
