Prison Campaign

I was thinking about a new campaign setting, an extraplanar prison. Like that of CARCERI & Ravenloft, but instead of mini planets inside vast planes, I was thinking more of just a Demi-Plane much like how the Nine Hells are now. The entire demi-plane is filled with those who crossed a powered beings or were mazed by The Lady of Pain.

However I don't know about higher levels and magical items, how would you get magical items when you're stuck in a prison for 30 levels. Any ideas on how it could work?

Heres the party layout (although I'll be using the campaign for more than just the current PCs, I was thinking about running a few games).

Half Elf Warlord
Dwarf Fighter
Human Warlord
Lizardfolk "Monk" (My Lizardfolk build, I'll post it later when I find it)(Monk from the conversion table that Wizards gave us. A place holder for the true monk, which hopefully we'll get soon.)

With the less reliance with magical gear, but still in need for magical gear kinda makes me wonder how to go about it? I don't think many magical items are laying about so should I reward magical items only from boss battles?
You could have magic that are natural to the prison land and get used up. Magic fruits that act as potions.

Eureka! I think I found a solution, allowing the party to craft their magical weapons (through Roleplay) after getting magical items from Solo & Elites. Like, lets say a +1 Sword was part of the junk that the solo creature had. They break it down through magic, and through this process the group learns how to make and enchant that weapon. This way I can allow the group all the experiences that other adventurers from different settings would have access to.
