Inspired - Whenever ~ becomes untapped, reveal the top card of your library and put that card into your hand. You lose life equal to that card's converted mana cost.

untapping for breath makes sence

Seems  playable.

I'm gonna grab a bunch of these. They might not be worth a ton later on, but it is also potentially powerful enough to be great. I've got a deck right now that would love this.

I wanted to draft a blue/black Phalanx/Harpy/ship wheck singer deck with Witches' Eye

 

but have not had the chance

This is certainly a cool take on Dark Confidant

Definitely not barring some kind of enabler.

 

Inspired has the issue that under normal circumstances it doesn't trigger until two turns after playing the creature (one turn to play the creature, and a second turn to attack with the creature, and then the turn after that you untap the creature for the first time, finally triggering inspired).

Cats land on their feet. Toast lands peanut butter side down. A cat with toast strapped to its back will hover above the ground in a state of quantum indecision.

That's what Springleaf Drum is for.

I can't wait to play this with Hidden Strings and Aqueous Form.

Ding. Ding. Ding. We have a winner. That's exactly what I thought too. Drum basically just turns this into Dark Confidant with one more toughness. 

 

There's going to be a lot of comparisons to Dark confidant. Confidant is exceptional because it doesn't need to be enabled, if it's on the field you're getting your card. This card's playability very much depends on if you have ways to reliably enable its effect. There's definitely going to be a deck that does though. 

 

Also I think this is pretty funny against decks that play Imposing Sovereign

triggered abilities when untapping is a new mechanic

While the card advantage is great, and I will definately want playsets of this in certain decks, I think it's a long ways from Bob, and I'm not sure it will be great in Limited either.

 

With a standard curve, which in my experience Limited often results in, you'll end up with several 3, 4, 5, or more mana costs.  While repeated scrying can help limit the damage, this guy could result in some big pain.   I would gladly take 6 to draw my 6 CMC card that's going to end the game, but if I'm not in the position, I may not want to take 6 damage to draw the card!  Of course, keeping him untapped may help with this as well, provided that my oppontent doesn't tap him for me.

 

Belongs in a constructed deck, with either all small CMC, or reliable ways to scry and keep him untapped when needed.

I believe this card is good, but it certainly isn't Dark Confident. It's application is just much more narrow. Still it is likely to see some play, but "Bob" level of play is really unlikely.

I want to play this in a casual deck with either Arcane Teachings or Hermetic Study for flavor reasons alone.

as a 2/2, I would stick to one (provided other card draw sources)

as sidebar and meta could easily deal with this,

and multiple life loss adds up
