Brawling Warrior with various implements

The brawling warrior feat lets you add +1 to hit retroactively after attacking if you have a weapon in one hand and nothing in the other. A staff is a one-handed implement and a two-handed weapon.

So can I add +1 to my implement attacks with the staff? I read on an old post here that the answer is no, because the staff has to be used two-handed to count as a weapon. Couldn't you use it one handed as an improvised weapon though, and can't you make the same argument for any implement to be used with the Brawling Warrior feat?

Well, the weight of the staff is within the weight limit of a one-handed improvised weapon so I guess you could make a case for it. Won't work for other implements, though, as they state they can't be used as weapons.
