White Raven Freature Question

I have a question regarding the White Raven PP feature, the "Inspiring Word" healing Power and the "Stirring Word" feat

Down below are the three Powers/Freatures/Feats in question.

 

A warlord who has all three of those and only ally who is within 2 squares of him, will grant the target of his inspiring word an additional

a) 2 (real) HP

b) 2 temp. HP

c) 2 (real) HP AND 2 temp. HP?

 

I'm favoring c) but have been told that one feature can only be applied to any given power once.

 

 

WHITE RAVEN PATH FEATURES

    Loyal Support (11th level): Whenever you use a healing power or a power that grants temporary hit points, the target of the power gains an additional 2 hit points (of the corresponding type) for each ally within 2 squares of you.

 

Stirring Word (feat)

Heroic Tier
Prerequisite: Warlord, Inspiring Presence class feature, inspiring word power
Benefit: When you use inspiring word, the target gains temporary hit points equal to your Charisma modifier.

 

Inspiring Word

You call out to a wounded ally and offer inspiring words of courage and determination that invigorates your comrade.

Encounter (Special)        Healing, Martial
Minor Action      Close burst 5 (10 at 11th level, 15 at 21st level)

Target: You or one ally in the burst

Effect: The target can spend a healing surge and regain 1d6 additional hit points.
    Level 6: 2d6 additional hit points.
    Level 11: 3d6 additional hit points.
    Level 16: 4d6 additional hit points.
    Level 21: 5d6 additional hit points.
    Level 26: 6d6 additional hit points.

Special: You can use this power twice per encounter, but only once per round. At 16th level, you can use this power three times per encounter.

I'd say  C) 2 HP + 2 THP

I concur. 

Assuming you're Level 11 with Charisma 20 and only one ally is within 2 squares of you, then Inspiring word would heal  (Surge Value + 3d6 +2) HP and grant 7 Temporary HP.

  If the target doesn't use Healing surge for some reason, then they would only get the temporary HP (Stirring Word doesn't specify the target has to spend a surge, only that they are a target of your Inspiring Word).

  If they are dying and don't have a surge to use, they would go to 1 HP and get the temporary HP.

Just to clarify, i believe that if the power doesn't grant you hit points, you cannot gain additional ones, which means healing surge must still be spent to regain additional HPs in most case . For exemple if you don't spend a healing surge with Inspiring Word, you don't regain the additional d6's HP. Additionnal means more or supplementary. The only exception is Healing The Dying (RC pg. 261) as it still let you regain 1 HP even if you don't have any healing surge left to spend.

So if the target is concious but out of healing surge, it shoulnd't regain any HPs, just THPs.

That's how I interpret it as well, and I thought that was what I wrote, sorry if it wasn't clear.  If the target doesn't spend the surge, they get the tempoary HP from Stirring Word and the Bonus temporary HP from White Raven Path, but no HP (other than going to 1 HP if they were dying)
