      "Players who don't care what they say or do" is not a system problem. I agree, to a certain extent, that the system can encourage good player behavior--but it's trivial to do so in 4e.
      I do cautiously agree with the idea that a Powers Appendix might be a good idea, but it's worth considering that we did have such a thing in the 3.x context, and it didn't work the way the RoT implies it might in the future. Spells ended up duplicating one another anyway, in much the...

      I’ve been enjoying D&D4e, I like having lots of options for my characters to pick but sometimes going through all of ‘em is a hassle. Especially between classes. It just bugs me that a Ranger and a Fighter, both martial heroes, will have entirely different powers that amount to a pretty similar effect like “You hit the guy a bunch of times”.

      I can interpret this as one of two ways:
      1) You're replacing the skill DC with a different nomenclature (journeyman, expert, etc.). You're just putting a different shade of lipstick on a pig.
      2) It also sounds like you're adding additional skills. (i.e. Expert swimming, Grandmaster climbing, etc.).
      So really... why the change...?
      Like AH_viperm4a3 said above - Train your GM's on how to use the skill system to craft good, dramatic, and fun encounters.

      This is basically what I have always done. The easiest way for a player to get a DC down to where he can hit it is to play smart. Trying to Search for runes written in invisible ink is hard, unless you have researched and created the revealing reagent.

      Novice attempting journeyman task: DC=15

      A child can get lucky and hide from an adult, but it is difficult for an uneducated adult to get lucky and pass a math test. This means that some skill tests allow for more luck than others. So as an optional rule we could use the following table instead:
      Physical task (allowing for a lucky outcome)
      Novice attempting novice task: automatic success
      Novice attempting journeyman task: DC=15
      Novice attempting expert task: DC=20
      Novice attempting master task: impossible
      ...

      I prefer the way 4e handles climb. It's very simple. This way just complicates things needlessly.
      But the biggest flaw with this example is it doesn't account for weight. Climb is more of a strength/weight thing. Many children are better climbers than adults even though the adults are stronger because a child weighs so much less.

      4e climb doesn't account for weight, either. There has been a disconnect between Strength, Agility, Mass, and Speed since D&D began. It's not going to get tacked on in the 21st century.
