I feel that there are other ways to represent an artifact than how 4ed did so. Yet 3ed did an even worse job of it. As you say, many artifacts were just more powerful versions of regular magic items. In some cases, they were just regular magic items with names to them. For your purposes, I think giving a PC an epic level magic item in early paragon would have as similar an effect as a 3ed artifact.
