[I will now be updating this here instead of on the F&S).

The following documents are found government papers from old Benalia before the Phyrexian Invasion of Dominaria. The exact date is unclear, except we are sure it takes place after the Mirage War, and possibly before the Keldon War on Jamurraa (some parts of this document talk about open trade with Zhalfir and the Kipamu League, and no real mention of Keld is ever made other then they are considered a "potential threat".

The Census seems to be from the same time period, but is only a census of Benalish City. The census shows that despite common belief, and fact, that Benalish City was mostly white aligned human city, it did have more diversity then the human of New Benelia would eer give credit for, and in fact was probably a bit more tolerant then given credit for.

Both documents where found by several treasure hunters digging through the ruins of Benalish City. How they managed to survive not only the Phyrexian Invasion, and the raping of Benalia during it, but also the time ravished ruins into the present, is a miracle in its own. However, just as miraculous is the fact the treasure hunters knew its worth, and turned it here. Granted, it did cost us a hefty price, but for such a rare sight into the lives of one of Dominaria's countless lost cultures is worth more then any treasure.

To the Clan Capashen,
from the Ministry of Foreign Affairs,
(text lost, mostly illedigble from age)

Greeting, Juskon Capashen, as with the turn of the Lunar Year, your clan shall be the domination clan, as par with tradition, we shall update you with secret alliances, trade routes, potential threats, and so forth, so your clan may rule wise and just for this cycle.

Status on current colonies and territories in Aerona and the Domains:

Hurloon: Our expeditions in Hurloon have met with mixed results. While Conquest of the Kb'Brian highlands was a complete victory into colonization, the Minotaurs at Hurloon have taken our attempts to mine there mountains with personal insult. However at this moment, no major military conflicts have happened. Although some military leaders, particullarly of Clan Jorvey say a full on military conflict is necissary, given there previous blunders with the Island of Avenant, in my personal, you would probablly be best to ignore them, as we at the Foreign Affairs say it would be easy to trick and deal with the Minotaur without any major bloodshed.

It would appear here that Benelia's relationship with Hurloon was starting to wane. However, for what reasons is unknown, possibly they where mining near a sacrite site, or perhaps the Benalish acted arrogant towards the minotaur. It's easy to tell just by the tone that they didn't think to highly of the Minotaurs, it seems at least this adviser knew that a war with them would be a bad situation for both involved. Either war, no known conquest, or major war to take place in those mountains, and no major Benalish relics have been found on the few known mining sites to exist.

Kb'Brian Highlands: With the execution of Jerrard of the Closed Fist, it seems most rebellious activities have died down. Although the occasional rabble rallier appears, it is safe to say with some strict moral laws, and swift punishment, the people of the highlands should be fully adapted to the Benalish way within one generation.

Intresting... Jerrard of the Closed Fist is a legend local to that are, and there was a man going by that name during the Phyrexian Invasion of the region. Perhaps, its a title of a even older legendary warrior, and every few generations a new man claims it as his own, or when times of peril happen. Or perhaps this Jerrard was legitimatlly there for both this conquest, escaping his execution, and went into hiding until the Invasion, or even the execution was a fake to hide face, and the real Jerrard was never found. Giving the ambiguity of the documentation timeline, it is unclear which  is possible, and no known information on a Order called the Closed Fist even exists other then local legend saying it was a knightly order that vanished before time in momemrium.

Andros Bay: The bay has only prospured under our rule. The peoples quality in life have improved ten fold, and have fully embraced the Benalish way. Several Chapters of Angelfire have grown tenfold over the last few decades, and later this year a vote will be held to see if the people want full citizenship as a city and province of Benelia.

It's no suprise that this has happened, after all Benelia did have the highest standard of living at the time of this writing.

Avenant: Naturally, there is, and well always will be talk of seizing the treacherous Avenant, and taking back the island. However, such a tiny land mass is not worth the casualities of a head on assault will cause. Even with the pride of both Clan's Jorvey and Ternsev, I think, or no I know, that  they know such an attack would be most unwise. If I may say my humble opinion, I feel that the best answer to deal with them is to leave them in isolation.

"Any historian can tell you that Avenant and Benalia had a rough history, basically in short Avenant broke from Benalia, and Benalia tried to take it back, leading to a horrible defeat. In response, the Avenant isolated their entire island, and for the most part, saw of little to no outsiders until the invasion, where given all things against them, they did hold a valiant stand."

The Honeyed Sea: There seems to be a increase in pirate raids in this region, and the Spice islands. Whether they are legitimate pirates, or privateer's of the Orvada empire, is unclear. We expect further reports within the end of the year.

Llanowar and Durkwood forest: The elves of Llanowar continue there ceaseless war against all outsiders. Any caravan, or military force, is ultimately met with death. We have recently sent an ambassador to the region, however, if history repeats itself, this won't be. In the reversal of this news, the trade colony in the outskirts of Durkwood forests has officially taken footing. The last clan had sent a battalion to protect it until it's firmly established.

Card text, speculations, and well dumb****y? I at one time wanted to do a Dominaria free roam campaign, and had to think of what would be going on where. So frankly a good chunk (but not all),is made up, based on loose fringe text and my mind. The rest comes from Encyclopedia Dominia, and the MTGsalvation wiki.

Nice. Have you read the bits of Rath and Storm that deal with Benalia?

I'll keep my eyes open for any other material that you might be able to work in.
