I know, as a good liberal scholar, that I'm supposed to respect every other belief and culture and what have you that comes along but... at the end of the day, when all is said and done, some things are just plain wrong.

Sure, "the average person" might go see Transformers 3 if s/he wants a good story, but that doesn't stop people from making decent movies. Hell, they even managed to make Batman into a respectable movie. "The average" person might like American Idol or Jersey Shore, but people still made The Wire.
I think the people who would sit down and listen to a minstrel reciting Homer, or thought that novels were art, or read poetry were always a minority. It's a common viewpoint that art was better in the past because everyone's forgotten the bad stuff, while we haven't had time to forget the awful stuff that is current.
For almost all Magic fans, the "story" of Ravnica, for example, is that it's a city world with ten guilds -- yes, for most, that's a "story." All but a tiny fraction of the fan base are entirely unaware of an elaborate plot perpetrated by Augustin IV to trick Agrus Kos and Szadek into breaking the Guildpact, thereby enabling the Azorius to take control. Likewise, the vast majority of Magic players don't know who Harbin is, or Nivea, or Al-Hayat, or Feather, or Jared Carthalion, or Rebbec, or Zagorka ... the list goes on and on.
I'm pulling this out of nowhere and it has nothing like fact attached to it, but it cannot be disproven without breaking the fourth wall, and this is going to be my headcanon because it makes perfect sense.
I posit [Tamiyo, the Moon Sage] writes the Planeswalker's Guides to planes.
And one more thing...

Abstaining is proper. the author is allowed to vote to provide a quorum for business to be done. it helps.

Yanmotos work always impresses me, and this is no different. This world has no real gimmick, it's just a world fleshed out from the start. I approve.

I have to admit that I haven't looked through the whole thing yet. It's... kind of enormous. I love what I've seen so far, though. It looks like a solid world design without gimmicks and with a lot of potential for story growth. If I come across anything problematic I'll change this to Not As Is, but right now I don't see any reason to vote anything other than Yay!

My rules for planar votes:
1) Does this plane provide unique options not found on other planes?
2) Does this plane feel magic-esque?
3) Does this plane have a defining feature?

I think Ihn Gallad meets all three criteria.
My only comment, and it's not big enough for me even to vote "not as is" is that the names Cinders and Nezumi are out of place. (Flamekin are fine as Ravnica showed that's the name of the race). Cinders might also be fine, but Nezumi is too Kamigawa focused for my liking.
I would suggest changing Nezumi to something else. But i vote Yay.

I liked Ihn Galad well enough. It's generic (in a good way) and still provides uniqueness and mistery. I do have the same problem as Skibo with using Nezumi, but this doesn't annoy me enough (nor does it measure up to the things I did like) to use it against the plane. Yay: 5 Nay: 0 Abstain: 1 Not As Is: 0

Wow. Thank you so much, everyone. And to address naming concerns: I may not have made it clear enough in the right places, but while they call themselves nezumi, other races and societies generally just refer to them as rat people. The same goes for leonin (cat people) and aven (bird people). But if it really is bothersome (and I can understand that), I wouldn't be opposed to their name being changed to something the council feels more comfortable with. Incidentally, nezumi is probably just Kamito for "rat person" or something.

Well i look at it like this...
The Leonin of Naya were Nacatl.
I don't think rat folk have an offical name yet because they've only shown up in Kamigawa. But i think Nezumi is the Kamigawa specific name for them, just as Nacatl is the Naya name for leonin.
But we don't call the leonin of Mirrodin Nacatl.

Similarly, when i did Fox folk for Scargotto, i didn't call them Kitsune because i feel that's the Kamigawan name for whatever the folk folk race is called. (I wouldn't want to name them because one day they'll do fox/rat folk again, and likely give them a proper name)
So i would suggest giving the ratfolk a setting specific name.
