On page 37 under tactics it says Devi will use dark dagger to slide an opponent into a cell. Devi doesn't have dark dagger in her stat block, just dagger.

I searched the compendium and found out that Iron Circle Dark Adepts do have the dark dagger power. Dagger can be easily modified to get the same effect. Add the fire keyword to the attack, change the damage to fire, and under hit add "and Devi slides the target up to 3 squares."
