Does anyone know if Wizards has a set of the Phantom pre-gens already leveled up?

none of the pregen have been officially been leveled - most dm, if they are using the pregen, leveled them themselves.

As per the instructions WotC gave to its DM's in our packets, there is no 'auto-leveling'. Players earn exerience only when they actually play. However, if the group is lower as a whole (mixed levels 1-3), the DM is encouraged to scale the enounter down. Basically, its a perk to come and game more. The more you game, the higher level your PC will be!
