Switch to Forum Live View Prone has -2 penalty? Why not disadvantage?

Prone condition notes that you have a -2 penalty to attacks? Isn't the point of the Advantage/Disadvantage mechanic to get rid of the nickel and dime penalties/bonuses to make things faster? 

This should be changed to:

A creature who is prone has disadvantage when attacking.

Prone is supposed to be really bad, but prone as disadvantage isn't really bad - it's nothing whatsoever, if the target is also suffering disadvantage from something else. The really bad stuff, that's worse than disadvantage, must be a -x penalty if it is to remain relevant.
The metagame is not the game.
