Wondering if anyone else is using this houserule--players can choose to regain spells during short rests, by spending hit dice as spell levels? So during a short rest, a Level 3 Fighter could regain 3 hit dice while a Wizard could regain one 1st level spell and one 2nd level spell. Both would then be out of hit dice to spend on short rests until the next long rest.

Something needs to be done about the spell slot shortage. I'd prefer just giving them more slots, though. I'd bring back the bonus spells based on your magic ability.

You could go first short rest gives 1 first level spell back, 2nd short rest gives 1 first or 1 second level spell back. But limit it to that, this casting system is not designed for spell batteries.
I'd shy away from bonus spells by ability, since this edition is avoiding min/maxing.
You could award a spell back for roleplaying, if a caster puts themself in the line of fire for a comrade/loved one, or the group is about to die against the end of dungeon boss, the DM could award a spell slot back. So an option but the usual chance of success.

I don't hate the idea. There was even an earlier playtest version which allowed something like this - you could either regain a spell or heal during a short rest, but not both.
But I'll wait till I see the alleged upcoming rules for encounter based resource management before I worry too much about making changes like that on my own.
For now - since human nature is such that taking toys away from people annoys them all out of proportion to the loss - I'd be tempted to introduce a desired mechanical change like this via an item ("if you spend a short rest studying this magical tome it allows you to regain a spell") rather than class mechanics - and then if I decide I like the effect this change has on balance scrap the item and make it a global change. Or (for the clerics, anyway) just bring back the Pearl of Power from AD&D (once a day you can recall a spell you have already cast). Or create a ritual version of Rary's Mnemonic Enhancer.
But that's just me.

I like the idea of using HD to recover spells. Only problem is the cleric at the table would be saddled with healing the wizard. Also, a 20th level wizard would go from one 9th-level spell per day to 3 spells. In other words, the wizard would get a LOT more powerful over multiple encounters.
