This might seem complicated, but it's actually very simple.
Each class has full, 3/4, or 1/2 progression in martial ability and spellcasting ability. A multticlass character adds eir ability from each class. A character's total ability determines their weapon attack and spellcasting bonus.
0 Ability= +0 Bonus 1 Ability= +1 Bonus 4 Ability= +2 Bonus 9 Ability= +3 Bonus 14 Ability= +4 Bonus 19 Ability= +5 Bonus ex. Fighter 20 has 20 martial ability for a +5 weapon attack. Wizard 20 has 10 martial ability for +3 weapon attack. Fighter 10/Wizard 10 has 15 martial ability for +4 weapon attack.

A bit of both. The Fighter will still end up with the sme attack bonuses, but Clerics and Wizards will get a buff.

Indeed, the rating system makes sense, but why bother giving the fighter a spellcasting progression and a wizard a combat expertise one? Neither one has both in the first place.] Personally, I think the classes are not yet properly standardized and modularized for multiclassing. Combat Expertise and Spellcasting can be linked to a rating system, sure, but every other ability is pretty much on its own; some combos may end up extremely broken.
