That idea presents a problem with the system they are trying to accomplish, though. You would run into situations where only the person with the +20 would be able to succeed, and other situations where the person with +20 auto-passes a check. It goes against the spirit of what the designers of DDN want.
Is it a stated design goal that anyone should be able to pass or fail at any check, regardless of competence? That there should never be any check where the worst possible character wouldn't have a chance, or where the best possible character is beyond failure? That the least competent character must always have a chance to do better than the most competent character?
Yes, a chance. Even a 1% chance. But nothing should be impossible in D&D.
