That's the only way to describe it.
There are D&D insider articles that discuss rule changes.
Fighters getting a d4 for the combat specialization? Racial bonuses related to weapons? (Dwarves getting damage bonus from axes)
Finding this information is painful.
Are they including these as rules? If so, it should be easy to find. If not, then well. It's not a surprise it's hard to find.
But shouldn't they tell us in a method better than the current format?
I would love a sticky thread (even locked) which was "Here's all articles from Wizard relating to rules for D&D Next".
Yes, it's lazy. But if they want us to test rules, they need us to know where and what they are. Even just links to the necessary articles.

Are you playtesting? That means playing by the rules as given by WoTC. If you are house-ruling, then perhaps the rule needs fixing. Tell someone. I am.

The articles aren't rules changes. Until they publish the next iteration of the playtest, nothing is official. The articles, still, talk about things that are all subject to change. It's looking likely that combat superiority will be sticking around, but even something that seems perfect now may get scrapped later.
The logical followup question is "well it's been two months since they gave us something, can we get something new soon?" and....yeah, it'd be nice.

Honestly, I'd be happy if they just managed to list all of the changes when the new packet comes out.

"Patch notes" is a rather significant undertaking, especially when so much is happening between each one of them.
A company like Blizzard that's making a new build every week tweaking a few things here a few numbers there, yeah patch notes can be useful. But even looking at the official patch notes for the expansion, which describe what's different from the live game in its entirety, isn't particularly useful just due to the sheer volume of changes they've made.

OK. Yes. It was an assumption that it was a "Rules change".
But if it's got potential for the future, shouldn't they make it easier to find so GM's have a chance to test it and tell them up front?
Finding information that gets trickled out like this is like pulling teeth.
I'm going to be trying out the changes to fighter tonight. (Even if they don't stick).
I hope you see what I'm trying to say though. Show us the potential. Let us feed back. Let Wizards refine. RULE!

I wouldn't mind a sticky with links to all articles, podcasts, and interviews. It would make arguing... er... discussing 5E easier...
