Since they have all ready said that backgrounds will be craft able in an al cart style I decided to put a background together. If any one else has any ideas please post them as well.
I was thinking for what I have seen of DND there should be a criminal background that allows the use of thieves tools, something like this.
[Criminal]
Flavor Text: You grew up stealing or conning others as a way to provide for yourself. From your years of living on the streets committing your illicit trade you has a massed a collection of nefarious skills.
Skills: +3 Charm +3 Sleight of Hand +3 Open Lock +3 Hide
Skilled Hands: From your years of criminal activity you are considered trained in the use of thieves tools.
also any feedback on this background would be appreciated

It's interesting but it will be chises by everyone with hide-open lock-charm- sleight of hand! Maybe I will change charme or sleght of hand with intimidate, to make that thief more bad!

I like the combo, but "Criminal" is such a broad term. This looks more to me like a "sharper", "pickpocket" or "con artist" or some combo of the three. The last three items on the list fit a burglar, while Charm and Sleight of Hand could be a suave pickpocket who bumps into people, making profuse apologies while slipping their valuables into his own pocket, or as in one story I read, who waltzes with the ladies, charming them beyond their wildest dreams so that they don't notice their missing bracelet until the ball is over and the cad is well on his way into the night.

Personally I would split your Criminal into two backgrounds, one set up for break-ins / safecracking and the other more the con artist. The feature of the con could be something like being able to bluff past guards and people that are just "doing their job" (checking ID, asking for an entrance fee). I created a Scavenger background to go along with some thrown together Kobold PC rules ( community.wizards.com/dndnext/go/thread/...(just_something_goofy_to_try_in_the_playtest). Here is a copy of it with some flavor text. - - - - - Background: Scavenger You have been forced by fate to live at the fringes of civilization (or worse) and found that survival is just a matter of being willing to use, and eat, what others would discard. +3 Animal Handling +3 Search +3 Wilderness Lore Feature - Live off the Land: Except in the most adverse environments (i.e. near an active volcano) you can find enough scraps of food to keep yourself and at least a couple of your adventuring companions alive (if not healthy). You can also cobble together primitive tools, shelter, and occasionally even fragile weapons from practically any stray junk available. - - - - - Of course I fully expect to see these sort of backgrounds in the actual release copy.

If we can a-la-carte the background/theme guts, why bother naming that random pile of guts? "These skills, those feats. Done." Backgrounds and Themes were presented as a time-saver.

Just some prefab things for folks to pick through. Same reason people today buy prebuilt computers instead of building their own. (Well, okay, my husband and I still of the school that buys the components we want and set them up the way we want, but you get the idea.)

I think backgrounds should give there extra ability and then just you get +3 to any skill check related to being an X. Criminal is a little too broad, but con man could be diplomacy, bluff, sleight of hand, running from the law, hiding, etc etc. i stead of cludging in 3 or 4 skills. Why does every priest get Wilderness Lore? Is that appropriate for a priest of Erathis? (civilization)

That confused my group as well. I have a sneaking suspicion that we will eventually find out that the wilderness lore is actually there because the cleric class provides religious lore and says to pick a different lore if you have it already from your background.
