If they always have magic missle or shocking grasp can you ever prevent this?
Maybe I missed something, but it appears there is no way to stop them from casting cantrips.

Umm this is going to be all 'in the past' stuff.

In the past Clerics (and Bards) got silence which made it impossible for wizards and other arcanist to cast (without expensive metamagic). I would really expect them to again, though it isn't in the current spell list.

The concentration mechanic from previous editions doesn't seem to be in play either.

So right now it doesn't seem like it. I would be really suprised if it stayed that way though.

Take off one of his hands (or arms).



Seriously though, Spell Components, pg 23 of How to Play.  Unless a spell says otherwise, a mage (or other spellcaster) must be able to speak and able to move both hands.  Anything that stops either of those things, and he's effectively disarmed.
The difference between madness and genius is determined only by degrees of success.

I see Silence spell on page 31, and it says earlier if you are silenced you cant cast a spell.

See the Spell components section. If a Wizard takes damage or is under adverse conditions (casting on a ship in heavy seas) a wizard must succeed in a Constitution Check or the action to cast a spell is wasted.

On page 23 it says unless the spell says otherwise you have to chant to complete it.
