It doesn't have to be effortless necessarly though and picking up a weapon meet at least one criteria since it doesn’t require a die roll or any other rules.
A task that meets one or more of the following criteria is probably not an action under most circumstances. • It doesn’t require a die roll or any other rules. • It is effortless. • It is part of or enables an action or a move.

A343: No. Unless a spell’s description says otherwise, a spell requires you to chant mystic words and complete intricate hand motions with at least one of your hands and Wizards, Sorcerers, and Clerics do cast spells. (How To Play PDF pg. 21)
Shields are carried in one hand, which means the hand is not free. (Equipment PDF pg. 04)
A Cleric would have to sheath his weapon as an Incidental Task before casting a spell and draw his weapon again after (DM Guidelines PDF pg. 10)
Thank you. Though, this might be a bit punishing and nitpicky to clerics who pick a deity that grants shield access.
Giving weapon-and-shield clerics a free pass here thanks to "divine power" might be a nice benefit to grant them. I'll have to think about that some more and send it on the survey feedback

Not sure about effortless. Picking up a rock is pretty effortless. Glance and grab it. Picking up a weapon, you pretty much need to grab the handle and grip it correctly to use it. Drawing a sheathed weapon is pretty effortless. You have probably done it a thousand times and can get the grip right every time.
The biggest reason to make it not a free action is because it makes disarm essentially useless if you don't have a free hand.
ps (or Q345) - How do you cut and paste without having every word go on a different line?

Is this just some sort of really crappy DRM?

Ah, so it's really just a split second of a turn then that a cleric wielding a weapon and a shield puts one away in order to cast a spell. Right after the spell (on the same turn), grab your weapon or shield right back.
Typically zero negative impact in combat then, except in rare circumstances the DM adjudicates, like usual.

How do you cut and paste without having every word go on a different line?
One work-around is to paste into MSWord, then Replace (crtl-H) Paragraph Marks (More>Special, or "^p") with spaces.
