Here's a stupid idea: If a race/monster/whatever is even remotely playable, put that info in the Monster Manual. This would give us about 8-12 races in the PHB, and upwards of a hundred in the MM.
That's what 3.5 did. I liked it quite a bit, personally.

It worked out pretty well, and I always liked that they kept the situtation going in 4e w/out the level adjustment/ racial HD rules. THOSE were a PAAIN

First, I can't believe I read every single post. Holy crap.
Second, it's obvious any sort of label on race frequency in the PHB is going to cause a stir. I agree with keeping that info limited to campaign setting and out of the PHB.
What about grouping the available races with a small description?
Start with your disclaimer to talk to the DM about race availability and that the DM should try to accommodate their players.
Then would follow: "In the beginning there were four race choices for players. Human, Elf, Dwarf and Halfling."
"As DnD evolved and grew players wanted more options for their characters and the available race options came to include such species as Gnomes, Half breeds such as Elf, Orc, etc. (I think it would be good to include rules on how to turn almost any species into a half breed PC) And variants on the classic races. Elf- Sylvan/Drow/High, Dwarf- Dueregar/Mntn/Gully, etc."
"As players continued to push the boundaries of PC races and open up new role playing opportunities options such as Thri-Keen, Tieflings, DragonBorn & Warforged became available."
This would not attach any labels or imply any sort of right/wrong choices in choosing your PC race. It would simply give a little bit of info on the evolution of the game from where it started to where mayhap it's headed in the future. It also would very clearly not specifically reference any particular edition.

Sounds exactly like something I would expect a touch of history in an Anniversary Edition.

Agreed!! Savage Species was one book that myself and other DMs I know loved and wouldn't play without.

Reading the post from Morbo, it sounds more like a summary without any specific references. I'm not enamored of heavy-handed history lessons propping up some kind of D&D orthodoxy, but Morbo's suggestion is nothing like that. It's a totally neutral summary of the evolution of D&D - really very harmless.
