Given the 10-20% comment at PAX, I'm guessing this first playtest will be fairly limited, maybe more like the playtests at the cons - here's some pregens, an adventure, and some DM rules to get you started. We'll probably get just the basics, and see more of the races, classes, and modules in further playtests. I severely doubt they are going to "open the kimono" and show us everything this first time out, especially if 80% of it isn't even done yet.
By the admission of Jeremy Crawford, to the people talking to him after the seminar, the things seen in the playtests, and the test documents they had given out for the friends and family playtesting were like 5-7 drafts old (This is as of PAX East). So what we see in the open playtest will be a bit more refined and hopefully somewhat more structured than what was seen in the few playtests that have already been run. Hopefully taking the early feedback of those playtests into account.

In a highly modular game with an extremely simple core rulesystem, 20% complete could very well mean "the core of the rules is done". No guarantees, but seems possible.

Plus, identifying and fixing foundational problems at an embryonic stage of development ends up saving buckets of grief later.

In the spring of 2013, they will be printing [or about to print] the final version, to be sold that Summer. Effectively, playtest will be long over. WOTC is pretty much following the schedule it used for 4e, except that this time, they are letting us know it is coming.
