Strictly as a module of course. Assign a point value to every class ability or function and let people go wild as long as they stay within the point value decided upon. Maybe a point cost just to be able to spend points on magic use? Some thought would have to be given on how to break abilities down and assign point values to them.
Would allow some pretty unique combinations. I think it would be a lot of fun to play in and a blast to DM with so many bizarro characters trying so many different things.

I wouldn't use it personally because I suspect it would be massively imbalanced but I wouldn't be opposed to it either if it didn't take up a huge amount of space or detract from future new material (keeping in mind that every new ability created after launch would also likewise need to have point values assigned for the optional module).

Would have to be released after core books. Kind of like the ShadowRun3 Companion. Each new release wouldn't have to consider that point system but it would be nice. Wotc has shown time and again how much they like to release errata sheets. They could evaluate a bunch at the same time and release their point value with said errata sheet. As for imbalance there's no doubt that such created characters would be imbalanced to those not created thusly but they should be fairly balanced with eachother.

I wouldn't be opposed to an open build module. That being said I don't think it should be core. D&D at it's heart has always been a class based system, so the core should be as well.
On the flip side, I did miss doing things like Sacred Fist builds from 3.5 taking the best of both worlds, but I also know how broken (or inaffectional) 3.5 could be with builds. I could see the same thing happening with this.

There was a system for building an entire class from scratch somewhere in 2e, can't remember where it was though (including choosing HD and THAC0 progression).
There will always be people trying to pull apart any class system to make is classless (same goes for levels) and it would be better if the design team did it for us. Just as an option. Probably not in the core books. Certainly not in the core rules.

I like the idea of fully point-buyable character building and advancement. The dev team has already talked about HP/Damage being their 'points' that they use as a base. If they put the maths behind the game in a table at the end of every book or as a line in every feat/feature you could easily point-buy a character from the ground up.
Darksight? 15 points. Web spell? 7 points. Big bonus for fighting in dark? 25 points. (Subtract that 47 points from your 200, pay for it choosing an elven fighter and by dropping HP and defences). Self-building a drow? Priceless.
