I agree. Backgrounds are optional. Rogue schemes are not. You can't quite play without backgrounds at this point because it mean no on except the Rogue has skills. But that's old school, right? Also, All Schemes are Backgrounds but not all backgrounds are schemes. Right now we have 2 choices. I would easily throw Spy in as a scheme as well. Reactions are part of your action economy. You get a move, an action and a reaction every turn, that refreshes at the beginning of your turn. I'm at work so don't have the playtest, but the wording should say, "as a reaction" if it uses a reaction. By memory, Hold the line does not use your reaction.
