You should try Joe Abercrombie and the First Law Trilogy. Plenty of powerful characters, but all characters are flawed, vulnerable and believable.

John, from what I have gathered so far it is not breaking any guidelines if you set your sample in the FR universe (though don't quote me on that). I have talked to several other people who have written/are writing samples to submit during WotC's open submission period and, so far, they have all set their shorts in a preexisting location within the Realms (though it should be noted that none of them are curently employed by WotC).
