What's the fastest character we can make right now?

Assuming optimum conditions for the fun of it. Can any one top this? A level 16+ Wood Elf Thief Rogue with the Mobile feat, Boots of Speed, Haste, and Longstrider.

Base speed 35 (Wood Elf) + 10 (Mobile) + 10 (Longstrider) = 55

Base speed x 2 for Boots of Speed = 110

Base speed x 2 for Haste = 220

Total Base Speed = 220 feet per move


Number of moves per turn = 1 move + 1 action used for hustle + 1 Cunning Action used for hustle + 1 move from Haste = 4 moves per turn

Moves per Round = 4 x 2 (Master Thief grants a full second turn on initiative -10) = 8

Total Moves Per Round = 8


Total Feet per Round = 220 x 8 = 1760 feet per round.

Feet per Second = 293

Miles per Hour = 200

Marathons per Hour = 7.633

"Wizards and Warriors need abilities with explicit effects for opposite reasons. With the wizard its because you need to create artificial limits on them, they have no natural ones and for the Warrior you need to grant permission to do awesome."

Yes indeed magic... (boots of speed and haste combining to make 4x of it ) 
 
Cunning action being potentially every round seems odd...  I was thinking more sensible as once in a while burst.

D&D has classically under estimated move speed...  seems less so currently.

Usually effects like that do not stack. A small oversight perhaps.

Add the Potion of Speed, which grants a third turn every round. Three sources of magical speed enhancers is ridiculous, even if all three do have different effects.

...Okay, especially if all three have different effects.

Anyway, scrape for the last few inches by finishing all your turns with the Charger feat, adding an extra 10 feet to every turn.

Total movement: 2670 feet per round, or 300 mph.

  The master thief is only for 1 round.  I think the cougar totem barbarian's +15 base move is better.

  Impetuous Charger fighters can double their speed again for 2 rounds/fight.

The barbarian:

35 [elf] + 10 [Mobile] + 10 [Longstrider] + 10 [barbarian] + 5 [cougar] = 70 base speed

70 [base] * 2 [Haste] * 2 [boots of speed] = 280 enhanced speed

280 [enhanced speed] * (1 [move] + 1 [action to use Charger] + 1 [Haste]) + 10 [Charger] = 850 feet per turn

850 [feet per turn] * (1 [base turn per round] + 1 [speed potion]) = 1900 feet per round

The barbarian drops out at a mere 216 mph. The extra turn per round represents a 50% boost to speed, and bonuses to base movement aren't as effective when the base speed is so high.


The fighter:

35 [elf] + 10 [Mobile] + 10 [Longstrider] = 55 base speed

55 [base] * 2 [Haste] * 2 [boots of speed] * 2 [action surge]= 440 after using an action surge until start on next turn

440 [enhanced speed] * (1 [move] + 1 [action to use Charger] + 1 [Haste] + 1 [action surge, limit 2]) + 10 [Charger]= 1770 feet per turn for the first two turns, and remember to start your turn with an Action Surge to hustle

1770 [feet per turn] * (1 [base turns per round] + 1 [speed potion]) = 3540 feet per round

FFSAA's fighter goes over 402 mph, becoming our new speed champion. The combination of the extra multiplier and messing with the action economy really pays off when trying to break the system.
