[C]Oracle of Nectars[/C] is admiting in commander deck Black & White ... ?

The Oracle's color identity is white and green. so your commander must have at least a color identity of white and green. You cannot run it in deck with a black and white commander, unless that commander is also green.
You can not use this card if the commander's color identity is black and white.  The oracle has green mana in it's casting cost, so it's color identity is green and white.  Since a commander deck can never have a card in the deck that is outside of it's color identity, oracle of nectars would not be legal in a black and white deck.

No, because its colour identity also includes green.

There are quite a few people who think this rule is stupid and misses the point of hybrid cards, but it is, nevertheless, the rule. (Note that the people who make the Commander rules are not the same people who make all the other rules.)

The color identity restriction only applies to the Commander format. In that format, you would need a Commander whose color identity includes both Green and White in order to play Oracle of Nectars.

Outside of Commander, it doesn't matter. You can use the card in any deck, so long as the card itself is legal in the format you're playing.

No, of course, same is true for hybrid cards. There are white and green mana symbols in their cost, thus they are both of those colours.

Don't be silly, what could be more intuitive than Creakwood Ghoul being green and black, Blind Obedience being white, Birds of Paradise being Green, Noble Hierarch being white, green and blue, and Quenchable Fire being red and blue? I mean really Kedar, read a book sometime .

That's what RPJesus tends to do. That's why I don't think he's a real person, but some Magic Card Archive Server sort of machine, that is programmed to react to other posters' comments with obscure cards that do in fact exist, but somehow missed by even the most experienced Magic players. And then come up with strange combos with said cards. All of that is impossible for a normal human to do given the amount of time he does it and how often he does it. He/It got me with Light of Sanction, which prompted me to go to RQ&A to try and find if it was even possible to do combat damage to a creature I control (in light that Mark of Asylum exists).

I'm... perfectly aware of this? You said 'the same is true of hybrid cards' following a question of, "Would Seeds of Strength be allowed in a monowhite deck or a monogreen deck?" And I think the same being true of hybrids is stupid.

I wouldn't necessarily be for getting rid of the rule altogether (that would allow a blue deck with Omniscience to pack anything and start casting it), but maybe something like 'If all hybrid symbols on a card could be paid with the color(s) of your commander's CI, that card is allowed in the deck.' A specific allowance of hybrid that also keeps the Omniscience (or Celestial Dawn) possibilities from being a thing.

EDIT: "If all hybrid symbols on a card could be paid with the color(s) of your commander's CI and there are no non-hybrid mana symbols that aren't part of your Commander's CI."

Of course, since Commander is a casual format, you are under no obligation to follow the official rules for the format to the letter. Feel free to talk to your playgroup about allowing hybrid cards (or other color identity anomalies) in decks that only match some of the colors, either wholesale or on a card-by-card basis. No one will stop you from playing those cards if the rest of your playgroup is okay with bending the rules.

Only if you think the difference between "and" and "or" is insignificant. One requires both, the other offers both as options. I'm sure you're aware of this, but you seem to seriously underestimate the difference it makes in how they're used and what decks they can fit it - or rather, in the case of Commander, what decks they could fit in if not for the stupid, arbitrary restriction Commander saddles them with.

...Again, I'm perfectly aware of this. I don't think you understand which part I'm saying is stupid, so allow to me make it perfectly clear since, even with all the context clues and the fact that I blatantly said it, you haven't been able to grasp it: I think it's stupid that hybrid cards aren't allowed to be used the way hybrid cards were meant to be used when it comes to EDH.
