Cold Op for Paragon Camaign

I guess the lower level campaign's being scrapped and our other DM is bringing back our Paragon game. Our new player wants to go Cold Op but you can slap a Frost Package on just about anything and call it a day...thing is, he wants a Dragonborn...but he can't decide on a class/PP...half the time he says he wants to cast and half the time he says he wants to be in combat...so I'm at a loss for what to recommend- ideas?

He doesn't just want a Frost Package- he is looking for ideas on a class/PP which can be built around cold stuff

A Swordmage|Warlock/Long Night Scion/Radiant One is what he wants. It's way better to be a Tiefling for it, but also works as a Dragonborn. I'd pick Kapak instead of original Dragonborn for Toxic Saliva on your Swordmage attacks and MBAs. Go Cha/Int.
Generally cold op goes for anything but AoE builds, so i don't get, why he doesn't just pick ANY non-AoE build that fits his needs and put cold op onto it..

Check out Honorable Blade - if he chooses cold breath, he can make all his melee weapon attacks cold.
