If I use my icy manipulator to tap my opponent's sol ring, can he then tap the sol ring in response to add two colorless mama to his mana pool?

Note that while you cannot stop him getting mana from the Sol Ring in this way, you can force him to "use it or lose it" and generate it at a time he wouldnt normally want to. For example, targeting him Sol Ring in his Upkeep would mean that he could only use the mana to cast an instant (or spell with Flash) or to activate an ability. Any unspent mana would disappear from his mana pool at the end of the step, so he wouldnt be able to use it to cast a creature in his main phase, for example.
