How do assign experience points (for encounter building) to NPCs?
What's a 9th level human wizard worth, for example?
Every Monster has an XP value...you have to sum all the values for the monsters your players (even NPC) have faced and then divide the sum for the number of character...if you want you, as DM, could rule that at NPCs is allotted just a percentage of the sum not the complete share... ;)

Next appears to use the same/very similar system as 4e uses, this means a lvl 9 wizard npc would be worth the same xp as a lvl 9 creature, this of course isnt the case here - i recommened choosing a level 9 creature that has comparable abilities/hp/ac and using that as a guide. 

For example the Devil, Barbed (Hamatula) is worth 2,400xp

Untill expanded rules are released focusing on the encounter build/balance process you'll have to wing im afraid!
