hybrid warlocks & hexblade powers

I asked this in the FAQ thread, but it got buried without being answered:

If a hybrid
 warlock (not the binder) chooses the Star Pact and takes Summon Warlock's Ally as his level 9 daily attack power, is he able to summon the Thought Phantom?  The Character Builder seems to think not, as it's not listed in the Companions tab.

Builder has lots of bugs.  Summon Warlock's Ally is a leveled Warlock power, and standard Warlocks are eligible to take it.

But isnt the actual creature it summons granted via class feature?
"Effect: You summon a creature associated with your pact in an unoccupied space within range. The creature is an ally to you and your allies."


You do what the power says.  You have a pact, you summon a creature associated with your pact.  Which creature corresponds with which pact is listed in the Hexblade section, yes, but nothing in the power requires you to be a Hexblade.
