is buying something like this:

Dragon's Maze Intro Pack -- Set of Five

A good idea since you get 5 small decks and 10 boosters so you throw in some land and a few singles and you have already made decks that are deacent to play casualy with? If this is the case which set would be the best a core set or one of the other sets such as return to ravinca?
It all depends what you are going for. They are very beginner decks. They can be expanded upon, but not too potent even then.

They are great to share with friends who want to learn but don't have cards as well.

If your goal is something with more punch, it's best to design the deck yourself then order the singles from a website or LGS.

I understand the point of buying single but still i dont have a certain type i want to play i am open to any and i dont really want to buy just singles some fillers would be fine but i want something that is a great start and has a bunch of options possibly multiple decks that isnt supper expensive.

Then by all means, purchase the set. Maybe just buy a couple extra booster packs and tweak where ya can

I was thinking about getting a deck builders tookit, a half lot of boosters(18 for about 45 dollars), and a single deck how would that do to start me off the deck i thought was neat was entangling webs.
buying boosters is fun but not economical. I would make a deck like jnp5021 suggested and buy singles. You can then play against some people and get ideas for other decks. I tend to build in cycles. I make a deck, win some/lose some and build something to out-do the decks I lost to. Buying tons of cards is fun and all but it's not cheap.

EDH decks I play:

buy four decks of random cards

build 2 color decks and 1 three color deck
each deck should have its own exclusive color
put all the land fetchers and color mana producing cards in the 3 color deck

24 lands in each
24 spells of casting count 3 or less
