I have Witchbane Orb on the field next to a Jace, Memory Adept. Can my opponent hit Jace with a Searing Spear?
No, because he has to target you and then redirect the damage and he can't target you.

No. In order to apply the "Planeswalker Damage Redirection Rule", your opponent has to first cast Searing Spear targeting you; since Witchbane Orb prevents them from being able to do that, your Jace is safe.

"Proc" stands for "Programmed Random OCcurance". It does not even vaguely apply to anything Magic cards do. Don't use it.
