I just rolled up a treasure and the party will receive, provided they defeat the vampire, a dusty rose ioun stone. This item grants a +1 insight bonus. Does an insight bonus remain when flat-footed? Does it add to touch AC?

Is there another magical item that gives the same +1 insight AC? I do not like ioun stones (they just seem silly to me) so I would like to swap it out with something that gives the same bonus. I looked but nothing jumped out at me (and since we're gaming in 4.5 hours, I need to finish prepping other stuff). I could just make it a necklace or headband, but I figure I would ask if there is already something that functions identically.

Dusty Rose is a +1 Insight bonus to AC.

Insight bonuses tend to be found in psionics, incarnum, and pact magic. I don't know of any that do exactly what you're looking for.

Be advised: A slotless item like a stone has a market value twice what an identical but slotted item would have. Making it a headband or amulet would cut the price in half, and you may need to assign two of them.

Seishi: I think it might be fun to have a one-off [game] tuned fairly, but with the intention of wiping the party.

RadicalTaoist: I've been throwing **** at this group that's 5 levels over CRed in DFN, and have yet to wipe the party.

I suppose I can leave it as an ioun stone; I just dislike the visual of a floating gem around someone's head.

I could also eliminate it entirely since this vampire treasure rolled high and she is worth almost 7700 gp in treasure without the stone. She also possesses a ring of protection (2000 gp), wand of levitation (4500 gp), 2 potions (300 gp/each), 2 scrolls with 2 spells each (25 gp/spell), masterwork weapon and armor so it is not like they're getting cheated on stuff. If they find her in her lair, she also has an additional 2200 gp sitting around the house.

Does the insight bonus to AC apply to touch AC and does it apply when caught flat-footed? I imagine it applies to flat-footed but not touch.

It looks to me like there is nothing stopping you from claiming that insight bonus all the time.

I'd be cautious about allowing Insight bonuses to just show up on anything.  The can be a min/max powergamer's favorite tool as it is a relatively uncommon bonuses that stacks with all the common ones and thus opens it up for potential abuse/over use.

As for your "high treasure" vampire just remember that NPC types with character levels (which includes Vampires) often have more "wealth" in gear then your standard encounter.  That Vampire should be using all those magic items that it has available to it which may mean the potions and scrolls aren't around for the PCs to claim later.  You may also reduce the number of charges in that wand to lower the overall treasure value without actually altering the CR/EL.
 
Flat-footed AC is normal AC without Dexterity and doge bonuses.

Touch AC is normal AC without armor, shield and natural armor.

None of them mention insight bonuses.

Insight bonuses apply to both flat-footed and touch AC.
I wouldn't worry about it too much, tbh. One point of AC isn't going to make TOO much difference, no matter whether it only applies to regular or all types.

True indeed. I can just change the visual. I had thought of it but figured if there was something already done, I would default to the pre-made item. As it is, they avoided the vampire entirely. In fact, they avoided two adventure hooks and simply passed time. Pity for them as they would have influenced the war more in their favor had they sought the vampire or the drow.
