If gideon is a creature and i use a creature ability to turn him into a defender will my effect fall off when he reverts or will it be there everytime he changes from planeswalker to creature?

you can use Tragic Slip on Gideon

Xathrid Gorgon's counter will remain on Gideon and it will stop its loyalty abilities from being activated, so he can't turn back into a creature

The counter is irrelevant actually, it's just a reminder, it doesn't have any effect at all. No matter if it stays on, or is removed, or was never put there, the effect from the  resolution of the Gorgon's ability is what's keeping the permanent from using its activated abilities, not the counter.
