Extort cards and cipher

Hey, I started build building an extorting deck, and i noticed that you need to use a spell to be able to activate the ability.  I was wondering if having a spell with cipher could count as using a spell each turn, or if it just meant using a sorcery or instant out of your hand.  Your help will be greatly appreciated.
The cipher ability lets you cast a copy of the encoded spell.
Extort will trigger whenever you cast a spell, so the cipher copies work.

Non-cast copies, like those created with Reverberate wouldn't.

I'm not sure if you correctly understand how Extort works. Each permanent you control with extort triggers once per spell you cast. If you cast one spell, you can only pay 1 mana and drain 1 life for each extort creature you have. You never activate it because it's not an activated ability. Simply "using a spell each turn" doesn't let you dump all your mana into it. If you want to extort twice, you need to either cast two spells, or have two permanents with extort.
