Consuming Aberration mills whenever the controller casts a spell. Call of the Nightwing says to cast a copy of it whenever the ciphered creature deals combat damage. Does the cast copy mean to mill more?
yes, ciphered spells will trigger Consuming Aberration

if you only copy a spell (for example Chandra, the Firebrand's -2) it will not trigger

Yes, when you cast a copy of the encoded card as the cipher trigger resolves, you're casting a spell, so the Aberration triggers. Of course, combat damage has already been dealt at that point, so the Aberration doesn't get to hit for more from that milling.
