Armor proficiency. Dwarf Wizard

How does the armor proficiency work for D&D next. For example...A player wants to play a wizard, which has no armor or shield proficiency. And he wants to play a mountain dwarf which gives him light and medium armor proficiency. Does that mean that as a wizard he can use light and medium armor while casting spells or does the class restrict him from using armor?
