Lend Health (feat) + "regain hit points equal to [target's] HS value"

Lend Health is a paladin feat:
Whenever you use a power that allows an ally to spend a healing surge or regain hit points as if he or she had spent a healing surge, that ally can use your healing surge value to determine the number of hit points regained.


The way this interacts with normal healing powers is fairly straightforward -- basically the paladin substitutes his (presumably high) HS value for the target's HS value when determining how many hit points are regained.

But there are a few healing powers with weird, nonstandard wording, so my question is will Lend Health also work on these powers? (Obviously, this implies a character who is a paladin but multiclassed into some other Leader class to pick up one of their powers.)

Words of Compassion, Runepriest U6
The target regains hit points equal to his or her healing surge value. [...]

Instead of being phrased the normal way -- "regains hit points as if he or she had spent a healing surge" -- Words of Compassion keys the number of hit points regained to the target's healing surge value. So, would Lend Health work with it?

Mass Cure Light Wounds, Cleric U10
Each target regains hit points equal to his or her healing surge value [...].

Again, this power keys the number of hit points regained to the target's healing surge value and does not say something like "each target regains hit points as if he or she had spent a healing surge."

(Mass Cure Light Wounds is a particularly weird one because there is a nearly identical Cleric power at the same level, Battle Surge, that does almost the same thing but has the normal "as if he or she had spent a healing surge" wording.)
In short, no.

Weird wording happens all the time, and the only viable approach is to simply take what the words say.  Words of Compassion is not compatible, as it is written, with Lend Health, as it is written.  Should it be?  Who knows.  Certainly not us.
