No. 

To do that, your opponent will need something like Jade Monolith.
No, the opponent has no say in the matter. Of course, there are cards, that can give him that choice.

Once again aced the Rules Advisor test (Feb 2015). (I still make mistakes now and then, but who doesn't.)

 

"Simple questions" usually need rather complex answers, while complex questions often come down to no more than a simple "yes" or "no".

For something like that to be possible, Volcanic Hammer would need to be worded in a manner similar to Blazing Salvo. It's not, so your opponent can't do that.
