i want to cast uncanny speed on a creature that i control.

i want to use chandra, the firebrand s -2 skill and copy the spell.

can i use both copy s on the same creature giving it +6/+0 ?

Yes, unless the cost or effect explicitly asks you to sacrifice an untapped creature. (But I can't think of any that does.)

"Proc" stands for "Programmed Random OCcurance". It does not even vaguely apply to anything Magic cards do. Don't use it.

Of course, some card has to allow you to commit sacrifice... you can't sac stuff just because.
But I'm sure you know that!
