Prisoners and Guards of Pennance

So I want to populate the interplanar jail: Pennance.

I need help with prisoners and guards. They can be in depth or more sketches, but I want some characters to put in the background of a story.

Characters that exsist:
Agmund Frijern: Founder. Planeswalker. Travels the multivers imprisoning any he sees as evil.
Warden: A male angel that is fiercly loyal to Agmund, and is possibly more tha just a friend or golleauge.
Demon: thinking of having the demon from the back story trapped and chained in the lowest depths of the prison. 

A note: Guards should be mostly white or blue in primary color, but nothing is off limits with out justification.

But more are needed so any ideas would help.

Some random Prisoner sketches.  These are ultra-quick, and I'd be surprised if half of them are worth keeping

The Howler
Humanoid Shapeshifter
Crime: Multiple Murder
Notes: The Howler takes the form of those it kills (like some breeds of doppleganger), but its form degenerates over time, forcing it to kill again if it wishes to retain a good appearance and, most notably the ability to speak: in its natural form (which is grey and somewhat amorphous), it can only utter inarticulate wails and screams.  It is currently beleived that The Howler is a freak occurance, and not a member of a species of obligate parasites.
Procedure: The Howler must be held in Solitary Confinment, as it attempts to kill any humanoid it encounters at this stage.

Harold Green
Male Human, Age 63
Crimes: Graft, Extortion, Bribery of Public Officials, Fraud, Embezzlement, Money Laundering
Notes: Harold Green was, before his capture by Agmund, considered untouchable -- he had every authority with jurisdiction over him in his pocket, and owned most major trading companies and public businesses, or at least the land they were built on.  The chaos resultant from Green's removal from his native social structure has been severe and extended.
Procedure: Harold Green is an ordinary inmate.

Erin Castroval
Female elf, Age equivalent to a human of 20
Crimes: Murder, Grave-robbing, Necromancy
Notes: Erin was discovered after a number of missing persons, accompanied by skaab-like undead creatures. Her aims were not successfully divined before whe was aprehended, a process that shattered her mind.  At the moment, her mannerisms are very childish, but she is lialble to revert to her necromantic ways at any time
Procedure: Erin Castroval needs extra supervision.

48
Artifact Creature
Crime: Conspiracy
Notes: The creator of 48 was executed for being an artificer, a capital crime in his home plane and nation.  48 escaped destruction at that time and over the next 20 years masterminded a plan to overthrow the lawful government of the land.  48 was stiopped by Agmund before it could put the final phases of its plan into action
Procedure: 48 shows above-average problem-solving and cognative skills, and an ability to manipulate more ordinary people consistant with sociopathy.  It is to be allowed only limited socialization with other inmates.

Poltina Laijoven
Human Female, Aged 30
Crimes: Arson, Murder, Consipiracy to Commit Murder
Notes: Poltina's greatest sin is taking the law into her own hands: Raped and left for deadwhen barely an adult, she spent the next five years attempting to track down and kill the men responsible.  Her attacks caused major property damage (including to property not owned by her targets) and at least three deaths and seven injuries not including her marks.
Procedure: Poltina is an ordinary inmate.

I do like some of those 

Howler, 48, Harols, and Erin are all definantly good possibilities to add into the mix. I may tweak somethings on Erin, as I may already have an elven necromancer involved in a plot line with the prison. 

Poltina feels a little off thought, but she still has possibilities.

Rhen Septimus
Human Male, Age 34
Crimes: Piracy, kidnapping, flying false colors, Unlawful use of mind-altering magic
Notes: The self-declared "Sky Pirate" Rhen Septimus is also a highly competant wizard, focusing on red and blue magics, including high degrees of mental manipulation he used to cultivate admiration for him in his victims and fanatical loyalty from his crew, most of which are also imprisoned in Penance
Procedure: Rhen needs to be watched carefully, especially when allowed to socialize with other inmates

Blaze
Flamekin Male, Age 50.
Crimes: Arson, Murder
Notes: Blaze seems to believe that all creatures must be introduced to "the flame".  If he has any concept that burning his victims alive isn't good for them, he has yet to indicate it.  Surprisingly, he does not have terribly significant fire magic, and used largely mundane means to commit his crimes.
Procedure: Blaze is an ordinary inmate.

Goldteeth
Skeleton
Crimes: Thieft, Kidnapping, Extortion
Notes: In life, Goldteeth (so called for the skeleton's most notable feature: all its teeth are replaced by gold) was known as Marcus Levant.  After he died, his bones animated and (due perhaps to the lack of grave goods in his tomb) were consumed by greed.  Goldteeth robbed other tombs, then his heirs, and then finally set about opportunistic robbery and extortion, filling his crypt with ill-gotten treasures.  Goldteeth has only vague memories of his mortal life.
Procedure: Aside from having no biological needs, Goldteeth is an ordinary inmate

Mira Dalmer
Female Human, Age 172 Chronological/25(?) Biological
Crimes: Slavery, Child Abuse, Kidnapping, Murder
Notes: Mira Dalmer is a practitoner of black magic, especially life-draining magic.  She maintained her comfort by using kidnapped or orphaned children as slave labor, consuming them for their life essence when they reached 16 years of age.
Procedure: Mira's magic is very powerful and very dangerous.  She needs to be kept under maximum security.

Calish
Male(?) Nightstalker, Age Unknown
Crimes: Mayhem, Cannibalism, Unlawful use of a Runcible Spoon
Notes: Strangley for a Nightstakler, Calish is a well-spoken and seemingly well-educated individual, prone to philosophical discourse and with a particular fondness for debate.  Unfortunatley, Calish subscribes to a philosophy similar to that of the ogre Gnerdel, and is known to eat the limbs or, especially, eyes of its debating partners should they lose, and "undesireables" in the meantime.  Strangley, Calish refrained from killing his victims, instead hacking off a limb, stopping the bleeding, and taking that (along with the eyes, in every case)
Procedure: Calish will take any opportunity to consume the flesh of sentient creatures, and needs to be kept under supervision.

Prisonors seem to be very popular to make. But, hey, if I have to only design half the side of the fight it helps.

Narloc
Male Goblin
Age: 22
Crimes: Murder, Disruption of Peace and causing mayham, Kidnapping
Notes: Narloc is a Nixomancer, a wizard that specializes in snowmana, specifically the manipulation of snow to create elemental beasts to attack his victems, often crushing, freezing, or even melting inside the mouth to induce drowning. He likes to kidnap children and force them to play cruel versions of winter games. He is also capable of forming extreme high-velocity snow balls. Has a tendency to build annoying Snowman in unwanted places, like above doorways and in the middle of roads. Snowman are capable of limited speech, mostly inappropriate and unfunny japes.
Procedure: Narloc is a normal prisoner as long as there is no snow around. If there is, he is quicky moved to a secure room. Must be observed when near water, so he does not convert it to snow.
