Divine Sanction vs Divine Challenge

I feel like I should be able to find the answer to this question easily, but I haven't been able to. Here goes:

Are Divine Sanction and Divine Challenge interchangable for the purposes of feats and powers? I understand they named it differently because Divine Sanction is intended to have fewer restrictions than Divine Challenge, but be otherwise identical, as noted in the sidebar in Divine Power. However, I'm not sure whether this design intent extends to allowing feats that affect Divine Challenge (such as Mighty Challenge) to also apply to Divine Sanction.
No.  They are completely separate things.
Another day, another three or four entries to my Ignore List.
No.  They are completely separate things.

Well darn. I had been playing them as interchangable, but when I was rereading the feat, my balance senses started tingling. It did seem a bit overpowered that way. Still a good feat, even without applying to the standard mark.
