It refers to a card type, which is Artifact, creature, enchantment, sorcery, instant, planeswalker, tribal and land (which you can't choose in this case).

No it would still only reduce it by .  It states that it reduces is by if it shares a type with the exiled card.  Sharing more than one type doesn't reduce the cost further.  In other words for it to receive the cost reduction the condition just has to be true.
