Piracy and priority

Looking at Piracy

On my turn I cast Piracy, once it resolves I have priority, so I can tap all of my opponents lands for mana. They can't do anything about it since they do not have priority yet.

Or am I missing something....

OTOH, I guess they could tap all of their lands while Piracy was still on the stack.....

You mostly answered your own question.  If they want to stop you from using their lands, they can just tap them all in response to your casting of Piracy.  While this used to at least force your opponent to take mana burn at the end of the current phase, now it's pretty much just a way to keep your opponent from having mana during the later parts of the turn.

You could use Drain Power instead, so they can't do that.  Of course they could just tap it all then cast random spells...
