Quick question on treasure chests

In setting up a two player game I found myself laying out treasure chests from just one of the sets.  Is this the wrong way to do it?  I'm thinking it is because that way you guarantee two 3s, two 2s, and two 1s.  If you shuffled each sets chests separately and put them out on each side you would have alot more randomness.  Probably a stupid question but I wanted to clarify.
I believe that is the way it is intended but my friend and I play with one set each, I think this balances it and keeps one player from getting all the threes and twos. (though that could still happen)
Two each of 1's, 2's and 3's is indeed the intended way to play. Was confirmed by Chris Dupuis in an earlier post somewhere around here.
