Black Lake (Black/Blue Control)

I wanted to do Black/Blue control on a budget (~$50) without doing mill, and without focusing on huge creatures as win conditions so I came up with this. This deck has spot removal, it prevents opponents from attacking, it counters and force discards major threats, and is quite passive agressive. Black Lake disrupts and stalls until it can win with Creeping Tar Pit or Faerie Conclave. Vampire Nighthawk is an alternate win condition, but is primarly their to offset the life loss from Phyrexian ArenaConsuming Vapors is a 2 for 1 that can hit creatuers with hexproof or creatures with protection for black. Fog Bank and Propaganda are the deck's primary defensive options. The deck is kitchen table casual, for dual and multiplayer games, but must be modern legal (that's the format my friends and I tend to play). I would love some feedback and alternate options, particuarly because B/U isn't my speciality by any means.

Modern-framed or Modern-legal?  I ask because Propaganda has the frame, but not the legality.

I would drop the Duress for something else; while stellar in a duel, it is lackluster when pressed into service in MP games.  Some form of mass bounce?  Ixidron

I think you need to vary your removal more.  Right now you cannot hit any artifact creature with CMC 4 or more, so cards like this guy, or this wurm, or either of these beaststicks will stomp all over you.  You'll have to hope you both have the consuming vapors not only in your hand, but that they have no other creatures to sac.

Honestly, add some doom blade or murder or even geth's verdict as a cheaper alternative to vapors.  Vapor snag/unsummon abilities are always good in this type of deck.

More types of counters for the same reason.  You can counter non-creatures all you want, but mana leak won't get you so far in the late game.  You did a great job keeping the counters to since it's a 2 color deck, but you're runnng 12 duals (on top of which I'd recommend getting either the painland or the filter land {not as budget}) so it's not bad to splash into dissipate or even cryptic command (not budget)

Just FYI, this type of deck is NOT as good in multi-player as it is in duels... much of the good duel control sucks in multi, and the good multiplayer control is just overcosted in duels.  Keep that in mind.

I gotta agree with Chriss, this deck is tough to structure for both MP and 1-on-1. I tried playing something similar to the old Morningtide Faerie deck in MP, and to do some significant tweaks to get it competitive. Over time , that deck morphed into something a bit similar to yours, with Propaganda and such, but Props isn't legal in Modern unless your playgroup says otherwise. I'm still trying to get this to work in MP. Best bet is to sit in the corner, quiet as a mouse, and let everyone else duke it out until you can step in and say "remember me?". That's part of the secret to getting this thing to work well. I fell flat on face everytime I made too much of a target of myself too soon in MP. 

I've been wondering if Bloodline Keeper/Lord of Lineage could help here. Functioning somewhat like Bitterblossom in that it's a nice slow, free way to amass some creatures, hopefully without sticking out too much, and leaving your mana open to control as needed.

I really think you're looking at two completely different decklists to play this strategy in both 1-on-1 and MP.
That's REALLY a bummer about Propaganda, in theory I could splash White, make it Esper, and run Ghostly Prison, but I don't have all the dual lands for that. It doesn't HAVE to be modern, I mean, my play group is mostly modern, Modern-Framed I guess, but it would be nice if I could have taken it to FNM once or twice and see how it could perform.

As far as the removal, honestly, it's a meta call, in my play circle, there aren't that many artifacts, but I could maybe run 2 Go For The Throat, and 2 Doom Blade, or Vicitm of the Night.  

I was considering running Dissipate or Cancel, at this rate considering how much I like Propaganda, I might as well just run Counterspell, but I really don't WANT to do that. Vapor Snag could fit here, perhaps as a sub for Mana Leak it would be nice to be able to save the man-lands if I have to. I guess this deck will just be a versus deck after all.

I decided I will make the deck tri colored (Esper), sub Propaganda for Ghostly Prison, and sub Smother for Path To Exile and/or Unmake. How should I change the land make up to make this work? Keep in mind I don't want to spend money on non budget lands (lands that cost less more than $4), but I have 3 Isolated Chapel, and 4 Glacial Fortress if that helps.

The Tenth Edition lands are all between $1.50-$5.00 depending on where you get them:
underground river
adarkar wastes
caves of koilos
If you have the chapel and fortress, you can just add the playset of drowned catacomb at ~$3.00/ea 
The main issue I see with your deck is that your win conditions are both tiny, and in the case of the manlands require a substantial mana investment (3 mana per turn for the Conclave, 4 for the Creeping Tar Pit, if you include those lands themselves). You're using enough mana and taking long enough to kill them with those wincons that you leave the door open for them to happen upon a card that can turn the tables.

I'm also not the biggest fan of smother - the "can't be regenerated" clause usually isn't too relevant for creatures at 3 CMC or less, and when you consider removal that hits more like Go for the Throat and Ultimate Price, it just seems like you have better options.

In any case, IMO you should look for a suitable 4-6 mana wincon that's a fast enough, or controlling enough clock that your opponent needs to answer it quickly, or lose. Desecration Demon and Abyssal Persecutor come to mind.

I could run some Desecration Demon, I have some, and the mana cost isn't very high. I really don't want to remove all the  Vampire Nighthawk because I feel I will need to lifegain to make up for Phyrexian Arena. Perhaps I could take away one Vampire Nighthawk and one Fog Bank for two Desecration Demon. Anyways, here's what I have now. Here's what I have now, I'm not sure if the mana fixing is right, but it feels right.
