Can I return a tapped land to my hand when I play [C]Izzet Boilerworks[/C]?

It's my 2nd turn and I got 1 red mana for play.  Instead of playing a land right away as normal, I tap the red mana for a spell to play and THEN I play Izzet Boilerworks and return that 1 red mana I tapped.

It's a noob question but I need to know for sure.

Yes you can tap Mountain to add to your mana pool and after that play Izzet Boilerworks to return the tapped Mountain.

Small correction: you don't play mana. You play land which produces mana.
If you had played the boilerworks on your first turn, you most probably would have had to return itself to your hand, by that time, it should be tapped. ;)

But yes, the boilerworks require you to bounce a land you control to its owner's hand, not an untapped land.

In fact, that IS the most usual way Boilerworks is played:
-tap some land and use its mana,
-then play Boilerworks and scoop tapped land 

Tax evasion is nothing but legitimate self-defense against the theft that is tax collection.
