Hi!
1) I cast Snakeform to an opponent's creature  and he gives his creature protection. Do i get to draw the card from my spell?

2) can a creature with shroud be equipped with an artifact equippment?

1) If he gives it some relevant protection in response to Snakeform, then when Snakeform tries to resolve, all its targets are now illegal so it is countered by the rules of the game. None of it's effects happen, so you dont get to draw a card.

2) the Equip ability targets the creature, and Shroud stops the creature from being targeted. Equipment already on the creature will stay on, and if you can find another way of getting the equipment onto the creature (which doesnt involve targeting) then that can work too.

No, if a spell/ability loses all of it's targets it will be countered.  This is checked before the "do as much as it can" ruling.

No, the ruling of Equip specifices it's a targeting ability.  Shroud prevents all Targeting.

702.6a Equip is an activated ability of Equipment cards. “Equip [cost]” means “[Cost]: Attach this permanent to target creature you control. Activate this ability only any time you could cast a sorcery.”

I also have another question. My opponent attacks with Preeminent Captain and he puts from the captain ability an Agrus Kos, Wojek Veteran. Do his creauters get the Agrus ability?

No, Argus Kos only triggers when he's declared as an attacker, which doesn't happen in this scenario.
All Generalizations are Bad
That's because Magic makes a subtle difference between «to attack» and «to be attacking»;

All creatures of your which are thrown at the opponent in combat are «attacking»,
but ONLY those you specifically declared as attackers do «attack».

Captain attacked and is attacking; Kos is attacking but did not attack.

Weird, isn't it?

it's ACTION vs STATE

to attack is the action of being declared as an attacker 
a creature that was declared as an attacker attacked

attacking is a state
the attacker is attacking 

creatures can be attacking without having attacked (ie. without being declared as an attacker)

you'll note that the trigger on Agrus Kos is looking for an action (not a state) and Kos wasn't declared as an attacker (he was put on the field in an attacking state) so the trigger action never occurred
