Dungeon Command: Saving Throw on opponent creatures?

Can I play a Saving Throw on an opponent creature to remove Arcane Ritual, Behind Enemy Lines or Cleave? That would seem to be unintended, but there is nothing on the Saving Throw card to indicate I can't play it on an opponent creature.
Except that it is a Minor action Order card, which can only be played on your own creatures. So, no, you can't.

Just out of curiosity - then what is the purpose of Saving Throw? I own Undeath and Cormyr and I don't think I see what bad attached cards there are to remove?
There are lots!

From lolth:
Faerie Fire (your creature takes +10 damage)
Web (You can't move, but you can spend a standard action to remove this card)

Plus there are lots that you can play on your own creatures for a temporary benefit that you'll want to remove later, especially in the goblin set.
Shattered weapon 
Leap away
